Executive Director, Downtown Chambersburg Inc. (DCI)

The Greater Chambersburg Chamber of Commerce is currently seeking an Executive Director to lead Downtown Chambersburg, Inc. (DCI). This position oversees and manages DCI in accordance with its bylaws and serves as a staff liaison to the Chamber of Commerce Board of Directors and is responsible for all programs and events hosted by DCI including the Main Street programs.  This position reports to the Chamber President, and to the DCI Board of Directors.

Downtown Chambersburg Inc. (DCI) is a nonprofit Main Street organization dedicated to cultivating a thriving, inclusive, and sustainable downtown community. An affiliate of the Greater Chambersburg Chamber of Commerce, DCI operates with its own Board of Directors and drives economic development, placemaking, community engagement, and business support through the nationally recognized Main Street Four-Point Approach.
From landmark events like IceFest to forward-thinking economic initiatives and beautification projects, DCI works to build a downtown where businesses prosper, residents feel connected, and visitors are inspired to return.
 

The Opportunity
DCI is seeking a dynamic, visionary, and community-minded Executive Director to lead the organization into its next chapter of growth. This executive leader will champion downtown vibrancy, drive economic prosperity, and build strong partnerships that shape the future of Chambersburg.
Reporting to the President of the Greater Chambersburg Chamber of Commerce—and collaborating closely with the DCI Board of Directors—the Executive Director provides strategic direction, operational oversight, and community leadership to fulfill DCI’s mission.
This is a high-impact role for someone passionate about downtown revitalization, economic development, relationship building, and nonprofit leadership.

 
 
Key Responsibilities
1. Economic Vitality & Business Support
  • Attract, retain, and support businesses that align with DCI’s vision for a vibrant downtown.
  • Conduct business outreach, listening sessions, and needs assessments.
  • Provide accessible, multilingual resources for diverse entrepreneurs.
  • Monitor real estate trends and connect business owners with available properties.
  • Build strong partnerships with CADC, FCADC, lenders, and community stakeholders.
  • Pursue funding for façade improvements, public safety, beautification, and Main Street Matters initiatives.
  • Serve as a visible and engaged partner to the local business community.

2. Infrastructure Development & Placemaking
  • Collaborate with the Borough on maintenance, safety, and infrastructure improvements.
  • Guide façade and property improvement programs.
  • Lead development of the future community amphitheater, including fundraising and project management.
  • Facilitate transparent, community-driven discussions around major development projects.

3. Community Engagement & Events
  • Lead programming that reflects Chambersburg’s cultural diversity and community identity.
  • Direct major events including IceFest, Small Business Saturday, and other downtown events.
  • Attract diverse audiences and expand community participation.
  • Partner with schools, nonprofits, and civic organizations to strengthen community involvement.
  • Manage volunteer programs and beautification efforts.
  • Represent DCI at public meetings, presentations, and community forums.

 
4. Marketing, Branding & Communications
  • Oversee branding, marketing, communications, and public relations strategies.
  • Ensure consistent and engaging messaging across all digital and print platforms.
  • Manage DCI’s website, newsletters, social media, and online business directory.
  • Create marketing campaigns that elevate local businesses and community stories.
  • Promote downtown Chambersburg as a regional destination.
  • Implement a communications plan that highlights DCI’s measurable impact.

5. Organizational Sustainability & Executive Leadership
  • Support and guide a diverse and engaged Board of Directors.
  • Lead board recruitment, orientation, and development initiatives.
  • Develop, manage, and oversee the annual operating budget.
  • Diversify revenue through grants, sponsorships, and fundraising.
  • Establish KPIs and track organizational performance.
  • Maintain strong governance, transparent reporting, and financial stewardship.
  • Strengthen internal procedures and operational systems to support growth.

Qualifications
Education & Experience
  • Bachelor’s degree required; Master’s degree preferred.
  • 5–7 years leadership experience in nonprofit management, economic development, chamber work, urban planning, or related fields.
  • Experience working with or reporting to a nonprofit board.
  • Successful track record in fundraising, grant writing, and financial management.
  • Strong budget oversight and financial acumen.
Leadership Skills & Competencies
  • Visionary, strategic leadership with a passion for community development.
  • Excellent communication, public speaking, and relationship-building abilities.
  • Effective project manager able to balance multiple priorities.
  • Collaborative across business, government, and nonprofit sectors.
  • Experience with placemaking, downtown revitalization, or Main Street principles (preferred).
  • Proficiency in Microsoft Office, CRM platforms, digital marketing, and website management.
  • Ability to work evenings and weekends during events or meetings as needed.
  • Physical ability to walk/stand for extended periods and occasionally lift up to 40 lbs.
  • Valid driver's license and reliable transportation.

Salary: $75-85k
